As of 2021, there is specific legislation in the state of Paraná for the state higher education system, the so-called LGU – General Law for Universities. The debates accumulated during this period show that this legal mechanism has characteristics that bring the productive market closer to the university, weakening its autonomy. The aim of this article is to highlight these characteristics by analyzing an article of this legislation under the categories of the operational university and the interested university. Methodologically, the text highlights the categories of analysis based on studies by Antonio Gramsci and Marilena Chaui and their commentators; it analyzes primary sources, including the legal text and Circular Letter nº 96/2023/SETI-GS, in which the courses with enrolments below the legal provision are indicated. The article also presents the data and indicates, in its final considerations, the elements that link the categories of analysis, the operational university, which is interested, to the elements contained in courses covered the aforementioned legislation.
