Between conservation and exploitation
the case of the mosaic of environmental protection areas (APA) in northeastern Mato Grosso do Sul, Brazil

The National System of Conservation Units (SNUC) defines criteria for the creation and management of Conservation Units (UC), organized into Integral Protection and Sustainable Use. Environmental Protection Areas (APA), generally implemented over large areas, show high levels of anthropogenic change, which puts pressure on the objectives of biodiversity conservation and sustainable use of natural resources. This study analyzed the scope, dynamics, and importance of a mosaic composed of seven APA in northeastern Mato Grosso do Sul, based on Land Use and Land Cover (LULC) transitions. Multitemporal data from the MapBiomas project, processed in a GIS environment, and a document review were used. The results indicate no substantial relationship between the creation of the mosaic and the reduction of native vegetation suppression, following state and national trends. Aspects such as size, permitted activities, and coordination between units directly influence the effectiveness of APA, suggesting the prioritization of more restrictive and smaller conservation units.
